Programme for Government: What's in it for Disabled People?
Last Wednesday, the draft Programme for Government – Securing Ireland’s Future was published. Disability is getting more attention than ever before! Disability Federation of Ireland has reviewed the Programme and compiled a summary of the key disability-related commitments and other relevant measures.
This year’s Programme reflects the growing recognition of disability issues, thanks to strong advocacy from DFI and others, the recent election focus, and the transfer of disability functions out of the Department of Health.
Key Commitments to Welcome:
The Programme includes both new and ongoing commitments across critical areas such as education, employment, transport, health, and social protection. Some of the standout commitments that reflect key priorities championed by DFI in their general election manifesto including:
A permanent Cost of Disability payment
Social protection reform
Dedicated funding for the National Disability Strategy
Measures to ensure service sustainability
Increased Personal Assistant hours
A commitment to end the placement of young disabled people in nursing homes
Investment in assistive and digital technology, with a dedicated funding stream.
These commitments mark progress, but there’s still work to do.
What’s Missing? While the Programme contains many welcome elements, it falls short in key areas. It mentions the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) only once and lacks clear targets, measurable outcomes, and monitoring mechanisms. DFI will continue to push for a stronger vision in the forthcoming National Disability Strategy, with clear actions on access, inclusion, and mainstream support.
What’s Next? We’re expecting updates on changes to Departmental responsibilities and Cabinet appointments in the coming days. DFI will keep you informed as things develop and continue to engage with political leaders to ensure disability remains a top priority.
