Budget 2023 and Disability Allowance
It was announced that people who get Disability Allowance will get a once-off payment of €500 in November 2022.
From January 2023, the maximum rate of Disability Allowance will increase by €12 with proportional increases for people on reduced rates of payment. The weekly rate for a qualified child will increase by €2 from €40 to €42 for children under 12 years of age. It will increase by €2 from €48 to €50 for children aged 12 years and over.
The earnings limit on Disability Allowance will increase by €25 from €140 to €165 from January 2023.
Carers
Carers who qualify for the Carer’s Support Grant will get a once-off payment of €500 (November 2022).
Domiciliary Care Allowance (DCA) will increase by €20.50 from €309.50 to €330 (January 2023). DCA will be available for babies who remain in an acute hospital after birth for a period of 6 months (January 2023).
Fuel Allowance
People getting Fuel Allowance will get a once-off payment of €400 (November 2022).
The income threshold for Fuel Allowance will increase by €80 from €120 to €200. For people aged over 70, it will increase to €500 for a single person and €1,000 for a couple (January 2023).
Disablement Benefit and half-rate Carer’s Allowance will be disregarded in the means test for Fuel Allowance (January 2023).
Electricity credits
All domestic electricity customers will get €600 credit to help reduce electricity bills. The credit will be paid in 3 instalments of €200. The first payment will be made in November 2022. The second electricity credit will be made in January 2023. The third will be made in March 2023.

Supports for people with disabilities
- Cost of living double payment paid to people getting Disability Allowance, Invalidity Pension, Blind Pension, Disablement Benefit and Partial Capacity Benefit
- €500 cost of living lump sum disability support grant will be paid in November. This will be paid to people getting a long term Disability Allowance, Invalidity Pension and Blind Pension
- €200 cost of living lump sum payment for people getting a disability payment and who receive the Living Alone Increase
- €400 cost of living lump sum Fuel Allowance payment
- Christmas Bonus double payment to all persons getting a long term disability payment
- Domiciliary Care Allowance will increase by €20.50 to €330 per month from January 2023
- from January 2023 there will be an increase of €12 in maximum personal rate of weekly disability payments. There will be proportionate increases for qualified adults and for people getting a reduced rate
- Domiciliary Care Allowance will be available in respect of children with severe illness or disability who remain in hospital for up to six months after birth
